There is always the problem that for a completely stopped instance, there has to be some mechanism running and listening in order to respond to startup commands.

wdfink Dec 12, 2012 8:30 AM (in response to crytek)For a production environment you can use the domain mode and start/stop instances remote by using the management interface.
You only need to install and run the host-controller on each machine manually.
