What he should be pointing users to is the actual urls we use - as described on Integration Stack for JBoss Tools and Developer Studio
The development version is the one listed as https://devstudio.jboss.com/updates/7.0-development/integration-stack/
It would be great to know if you have the same problem with this site or not.
If you have the same problem then it would be great to know if you have some specific network configuration or trying to download from a place with less than optimal network setup - i.e. some hotels filters network traffic that have been known to cause issues or maybe you are located in China where the great firewall also have been known to cause download issues.

As for where I was attempting to access this from, it was just my regular old corporate network inside the United States. We don't block anything outbound so I'm not sure why I wasn't able to download the tools.

I'll assume you got issues because of using the nightly/staging sites which have moving parts and thus can fail in mysterious ways
If you do have problems again with a non-nightly site do let us know since things should work there.
