ExchangeImpl is from before we moved to Camel for the exchange bus. It's not a public part of the API, so I don't see it causing a lot of grief for users. We used to use it for some unit tests even after the Camel conversion, IIRC. If we don't use it at all any longer, then I don't have an objection to removing it.

To clarify - we definitely don't use ExchangeImpl at runtime. I just haven't searched to see if it's used in any core tests that don't depend on Camel (e.g. core/runtime).
