It seems like teiid-api-8.10.0.Final.jar is missing in maven REPO.

It's an issue with Nexus that has yet to be resolved. The artifact will be resolvable in Maven even if you don't see it in the directory listing. See [TEIID-3232] Embedded dist zip for 8.9.0 is missing from repo - JBoss Issue Tracker And Index of /repositories/releases/org/jboss/teiid/teiid-api/8.10.0.Final

Again it should be the same issue. The underlying issue referenced from the blog mentioned in TEIID-3232 is https://issues.sonatype.org/browse/NEXUS-7654 which doesn't appear to be getting any attention. I'm not sure if we're disproportionately affected compared to projects that have fewer modules.
