        So i went back to dev to look into this issue a little more beacuse I am curious. I found the root cause and what fixed it. it wasnt the upgrade, it was a diffrent unzipping program I was using.

        In winrar I got the error: 
        ! E:\jopr-server-2.2.1.zip: Cannot create jopr-server-2.2.1\jbossas\server\default\deploy\rhq.ear.rej\rhq-portal.war\WEB-INF\classes\org\rhq\enterprise\gui\operation\history\resource\ResourceOperationPendingHistoryUIBean$ListResourceOperationPendingHistoryDataModel.class
 Total path and file name length must not exceed 260 characters

        as well as many others. I had switched to 7zip at the same time I upgraded to 2.2.1.

        So the root cause is file name leingth and windows.

          I can't stand that stupid windows directory name length restriction! I've been hitting that myself lately. I didn't realize 7-zip would help solve it - I guess its a problem if a file system client uses some old Windows file API which apparently 7zip doesn't use. Thanks for the tip, I'll use 7zip with everything from now on.
