Confirm whether the browser supports the chinese characters?
You said it was working fine in weblogic, did you use the same setup (just in case)
Isthe PC in which the JBoss/Tomcat combo runs is chinese or English OS installation ?
This could be one of the problems.
Say you are running the PC with English OS installation, then some problems can arise when the chinese characters are posted.
There could also be one more thing, check whether there are any proxy servers, and find out whether they support the charset's.
