How to add External Static Content for AS 4.3?

I found server.xml under deploy/jboss-web.deploy, modified it, still not working.
I can not to step 1, because there no web.xml under server/<config-name>/conf directory. When I put web.xml there, all my webapps are not working anymore.
I only want to add External Static Content for one web app.
