Try Xdoclet 1.2b1, that should work as is -

I was getting this error using Netbeans 3.4.1 until I put all the xdoclet libraries into the directory ${netbeans.home}/modules/patches/org-apache-tools-ant-module.
If you are on the command line, you have to provide the right classpath to the ant taskdef ...
