Enforcer Restriction to Maven 2.0.9

I'd like to propose a top-level AS Enforcer Restriction to ensure Maven 2.0.9 is used in building.

Also, you can take a look at the EJB3 Build POM to see some other banned dependencies that Carlo has added (due to changed groupIds, etc).
