I actually looked at jira before posting to see if the issue was raised already...
I might be a bit dense... but I couldn't see how you create a new issue.
I concluded that you might need a special permissions to create new issues, as my login did not seem to make it obvious how to create new issues... I could create new filters... but that was all I found.
Am I missing something totally obvious?

After logging on, the "Create New Issue" option is definitely not available to me as is shown in your screen shot.
Logging in using the same username and password as I use for this forum.

Here is the message I got from our jira admin:
"His username seems to be 'CFraser'. If he's logging in with 'cfraser' instead of 'CFraser' it will succeed, but he'll be lacking privs to even file new bugs. Usernames are somewhat case-sensitive. Tell'em to attempt logging in with capital-C, capital-F, "raser"." -

cfraser May 6, 2008 5:20 PM (in response to cfraser)I was indeed logging in as cfraser rather than CFraser... logging out of cfraser and back in as CFraser does indeed allow me to create new issues... strange but true.
