For me, the problem began when I was forced to create a web.xml for my portlet. My web.xml was using 2.3 instead of version 2.4. Make sure the top of your web.xml file looks like this. <?xml version="1.0" encoding="ISO-8859-1"?> <web-app xmlns="http://java.sun.com/xml/ns/j2ee" xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xsi:schemaLocation="http://java.sun.com/xml/ns/j2ee http://java.sun.com/xml/ns/j2ee/web-app_2_4.xsd" version="2.4">
