Everything is encoded/decoded in UTF8 : form parameters encoded with content type x-www-formurlencoded and query parameters. If you can give a try and feedback.
Then we havent looked yet at RTL support : http://en.wikipedia.org/wiki/Bi-directional_text. -

But nothing prevent you from writing the correct resource file for it. -

but this is more than a ressource file, because for arabian language for example, text must be writting from right to left... and panel could be arrange like this too...

for example beeing able to change from English (LTR) to Hebrew (RTL)?
