Resource Not Initialised - Exception in filter chain

We are using richfaces integrated with Weblogic in our project. Sometimes when we login to our application, we get the following exception:

javax.servlet.ServletException: Resources framework is not initialised, check web.xml for Filter configuration     

I have hereby attached the web.xml we are using and error log.

Help me out

The problem is that RichFaces filter should be called first in filter chain.
