{JBOSS_HOME}/server/default/conf/log4j.xml
JBoss check for log configuration changes every 60 seconds (or as configured in jboss-service.xml).
So you don’t need restart to see your new log configuration.

threshold
you're referring to holds values like debug, all, info etc for the appenders. -

The “RefreshPeriod” (in jboss-service.xml) configures which interval JBoss use to check for modifications in jboss-log4j.xml.
Note that I refer to jboss-log4j.xml, not your application specific log4j.xml file.
