From a Red Hat perspective you can use a Developer subscription which does not cost a lot.
AFAIK you can use the Knowledgebase and open support cases (you might use EAP6 to migrate).
Also you can use the community to get help, but here you might find no answer or not as fast as you wish.
A consultant might also a possibility but from what I understand this is not covered by your budget.

I don't know what my budgets is, but I've been spinning my wheels for 3 days just trying to get the basics to work and that's not cheap. I might very well be able to afford a consultant, as long as the price isn't $200/hr. I need minimal assistance. Are you not available to answer some questions on a pay-per-question basis? You seem to have a fair amount of knowledge/experience. I contacted Red Hat Sales via their website. Waiting for an answer. Forums in general are pretty slow and I never know if the reason I didn't get an answer was:
1) The question was too stupid to deserve an anwer
2) There wasn't enough information in the question to allow for an answer
3) No one is reading the forum who has the answers
What's your status? Do you want to give it a whirl? I'm getting really frustrated.

I suppose that a developer subscription might fit your needs if you have some questions.
And a consultant might useful for the initial start.
As I said a contact to Red Hat depends on your location.
