Worth to mention that you have to add RichFaces libraries aswell
1) Download it http://www.jboss.org/jbossrichfaces/downloads/
2) Unpack somewhere
3) Add all *.jars (lib/richfaces-api-3.2.2.SR1.jar, lib/richfaces-impl-3.2.2.SR1.jar, richfaces-ui-3.2.2.SR1.jar ) as "Class Library"
Add ./apidocs folder as javadoc
4) Add newly created library to your webapplication
All the libraries you have created (apache commons and richfaces) should be in your project and "package" check box should be selected.
If only code completion of facelets/richfaces could work on NetBeans?? :(
